Looks like Maurice Koechilin was using several monuments and buildings atop one another to gauge the estimated height of the tower’s design. From top to bottom you’ve got the Palais de l’Elysée, Luxor obelisk, Place Vendome column, Arc de Triomphe, Place Vendome column again, the Statue of Liberty, and finally Notre Dame de Paris. Approximate height of Eiffel tower in first sketch: 960ft. Height when first built: 1,024ft. Height today: 1,063ft.
